Professor José Monserrat Filho

September 11, 1939 – December 30, 2023

José Monserrat Filho was one of the first alumnus of the Peoples’ Friendship University at the Department of International Law in 1966.

He worked as a Director of the Office of International Affairs at the Brazilian Ministry of Science and Technology in charge of space activities for many years. He also worked at the Brazilian Space Agency (AEB). He was a Vice President of the Brazilian Air and Space Law Association, an Honorary Board Member of the International Institute of Space Law, a member of the Space Law Committee of the International Law Association, a member of the International Academy of Astronautics. In 2007, Professor Monserrat was elected to chair the COPUOS Legal Subcommittee Working Group on the Definition and Delimitation of Outer Space.

Professor José Monserrat Filho has contributed to the development of Space Law and Policy in Latin America and beyond. He wrote numerous works on international space law.

The Department of International Law of the Peoples’ Friendship University of Russia named after Patrice Lumumba expresses condolences to the family, friends and colleagues of Professor José Monserrat Filho.
